Why are borlotti beans bred to have a thick skin?

Breeding for a thicker skin (or seed coat) was likely to improve the stability of beans in the can (e.g. reduction of bean splitting during canning), which has been a breeding objective among many types of beans in the past, not just the Barlotti (or Cranberry) Bean.
