Place the potatoes in a large bowl and add the red pepper, onion, and garlic. Stir to mix all ingredients.
In a small bowl, stir together the Parmesan cheese, lemon juice, lemon zest, olive oil, basil, salt, and pepper. Pour the dressing over the potatoes, and stir to coat all ingredients. Serve warm, or refrigerate for at least 1 hour before serving cold.
